The Scoop on Loockerman, a youth-run ice cream shop on W.

Loockerman Street in downtown Dover, will reopen on May 15 from 3 to 6 p.m. and offer free ice cream, hot dogs, and music — part of a social enterprise giving at-risk youth job opportunities and life skills — through NeighborGood Partners.

Tuesday's Delaware school board elections saw voters in 11 districts choose revised boards, including a race where Dover High School senior Jordan Davis ran against Vickie Pendleton.

In Capital, Davis lost his race — and a former New Castle County Council President in Brandywine faced a tight contest — with wins also coming from candidates in Appoquinimink and Smyrna.
