- ➤ Spirit Halloween has opened five temporary stores in Delaware—converting former retail sites from chains like Rite Aid, Jo Ann Fabrics, Forever 21, Sears, and Kmart into seasonal shops selling costumes and decorations. Each store operates on a three‐month lease that begins around Sept. 1 and ends about Nov. 1. Delaware Online

- ➤ Cory Dunt of Stand by Me NexGen said Delaware left $9.2 million in Pell grant funds unused last spring because many students did not complete the FAFSA form—leaving families out of free college aid. The program, which has helped 88,000 Delawareans since 2013, offers in-person and Zoom workshops in English and Spanish at every public and charter high school. Bay to Bay News

- ➤ Today the State of Delaware and ChristianaCare reached an agreement that pauses litigation over HB 350 and sets a plan for more hospital transparency. ChristianaCare will submit employee claims data to the Delaware Health Information Network and negotiate healthcare workforce loan forgiveness investment this fall—steps that aim to keep healthcare dollars with patients. - ➤ Kent County Levy Court commissioners took initial steps to allow residents to keep more animals per acre on their lots—this change came after several property owners requested higher limits. Bay to Bay News

- ➤ Today, a new law limiting excessive dog barking takes effect after Gov. Carney signed it last year, banning 15 minutes of continuous or 30 minutes of intermittent barking. Offenders will first get a written warning — second offenses incur a $50 fine and further violations result in $100 or $150 fines — while exemptions apply for dogs in shelters, training, and competitions. - ➤ On Wednesday, the Delaware Department of Labor announced that Christina Feil has been named to lead the Office of Deaf and Hard of Hearing—an agency that will improve sign language access and technology services for Delawareans.
