- ➤ Kevin Hughes, a Caesar Rodney School District constable formerly assigned to Magnolia Middle School, was indicted for felony official misconduct and misdemeanor offensive touching after he allegedly touched a student during a physical incident on Feb. 26—he has been placed on unpaid leave and removed from the school website. CULTURE NEWS
- ➤ Generations of the Brinkley family gathered Thursday in Camden as the Delaware Public Archives unveiled a state historical marker honoring Brinkley Hill—an historic free Black community—and the celebrated Brinkley brothers who helped guide enslaved people, including Harriet Tubman, to freedom. The marker stands outside Caesar Rodney High School and is meant to keep their heroic legacy alive in the community. WBOC

- ➤ Twenty teachers nominated during 2025 will be honored at a celebration on October 14th in Dover—one will be named Delaware’s 2026 Teacher of the Year and will receive a $5,000 educational grant and a $3,000 personal grant while all nominees get a $2,000 state grant. WGMD
GOVERNMENT NEWS
- ➤ Delaware’s new dog barking law took effect Oct.9 and defines extended barking as 15 minutes continuously or 30 minutes in intervals—dog owners will receive a written warning for the first offense and fines rising to $150 for repeated violations. WBOC
- ➤ Governor Matt Meyer signed ceremonial copies of three bills that strengthen public safety by creating a new felony for shooting at homes, businesses, vehicles, or places of worship—support retired law enforcement animals with up to $3,000 for care and rename the state police training academy after Colonel James L. Ford, Jr. Lawmakers Rep. Nnamdi Chukwuocha, Sen. Darius Brown, Sen. Dave Lawson and Rep. Bill Carson sponsored the bills. WGMD
- ➤ The City of Dover and Kent County will close parks early this weekend for safety during Delaware State University's Homecoming Weekend — Dover parks will close daily at 5 p.m. through Saturday, Oct 11, while four county parks will fully close from Friday at 3 p.m. until Sunday at 6 a.m. — scheduled events like Dover Little League, Tae Kwon Do, and soccer will still occur. - ➤ Gov. Matt Meyer signed two bills at DSU on October 9 that expand the INSPIRE Scholarship Program—letting qualifying students who finish their degrees in less than four years use unused funds for master’s study—and require Delaware high schools to offer a half-credit financial literacy course. - ➤ On Oct 1, Delaware began charging alternative fuel vehicle owners an annual fee that works as a road usage tax — hybrid drivers pay both gas taxes at the pump and the registration fee.
